Job Description

Team Sonoran is partnering for the PACAF RAP contract at both Joint Base Elmendorf Richardson, AK and Kadena AFB, Japan.  Several F-22A and E-3 contract instructor opportunities are available in the near future for individuals with backgrounds as F-22A and E-3 Instructor Pilot.  This contract will provide services to the Air Force customer in the areas of  Mission Training Contract Instructor (MTCI) / Contract Instructor Pilots (CIP), Scenario Developer, and Site Security Manager.

MTCI / CIP will:

Conduct and complete all aircrew instruction IAW AF, Command, Wing, OG, and Squadron
guidance, directives, standards and applicable Ready Aircrew Program (RAP) standard and AFI

Provide pre-mission brief when acting as Instructor Pilot of Record (IPOR) or receive pre-mission
brief when flying as part of formation led by government and pre-brief is conducted.

Provide basic device console operation while providing instruction.

Provide direct/support instruction (i.e. “over the shoulder” or while flying the device).

Conduct mission debrief if acting as IPOR or run debrief equipment when government IPOR or
flight lead conducts debrief. Mission debriefings will include instructional feedback of upgrading aircrew’s performance and documentation IAW applicable RAP/Wing standards.

Provide MTCI/CIP support for simulator events ranging from single-ship/one-on-one instruction to multi-ship/full-crew SIM/DMO/LSB events.

Provide MTCI/CIP support for simulator events where pilot or E-3 crewmember availability is not
sufficient. MTCIs/CIPs shall fill-in as flight/mission crew members as needed to meet scheduled aircrew training requirements, using unit training equipment (i.e. JHMCS, NVG, etc.) if required to support the event.

Scenario Developer will:

Develop scenarios (including .TIC /.DAT files) for ATDs as required and/or requested by Government to meet wing/local training objectives and RAP/DMO/LSB performance levels.
These objectives include all syllabus training, CT, exercise training, evaluations, RAP/DMO/LSB
requirements, and special interest items.

Scenarios should represent full spectrum of RAP required missions.

These files shall be shared with other Air Force sites at the discretion of the Government. These
files will be verified by individual wings before becoming part of the .TIC/Mission File library.

The Contractor shall periodically review and revise the .TIC/Mission File library to ensure files
meet the wing’s current training requirements.

A Large Force Employment (LFE) event, IAW the RAP tasking memorandum, must include a
designated Mission Commander (qualified or upgrading), at least 3 fighter or bomber sites, a C2 platform, and an air-to-air/surface-to-air threat scenario developed by the DMO Distributed Training Center (DTC), or the Distributed Mission Operations Center (DMOC).

The Government will assist in providing materials to build the scenarios as necessary. Contractor
shall verify accuracy of GFE scenarios/.TIC files for use as required.

Site Security Manager will:

Provide site security management (Personnel Security Manager, Information Security
Manager, Physical Security Manager) over the Government provided aircrew training facility and support equipment, aircrew training devices, aircrew training products and training facility personnel when these services are not provided by Government agencies or Contractor Logistic Support (CLS) contractors at locations (JBER, AK and Kadena AB, Japan).

Provide a local training facility Security Site Operating Procedure (SOP) for their
location to the local APO. The training facility SOP shall address local implementation of Personnel Security Manager, Information Security Manager and Physical Security Manager security directives.

The SSM shall ensure, if tasked, opens training facilities, make service calls for repairs on training
facility (such as: alarm systems, electrical, etc.), and/or close facilities at the end of the duty day. The SSM in coordination with the Site Lead can delegate SSM duties to other cleared/trained contractor employees.

Ensure training facility members and visitors exit the facility at the end of each work
period and all Government facilities, equipment, and materials shall be secured.

Maintain Personnel Security Folders on contract personnel. To obtain program
access, contact local Advanced Program Office (APO) or MAJCOM Government Special Security Officer (GSSO).

Education

Site Security Manager will require a HS Diploma and some college is desired

MTCI/CIP and Scenario Developer will require a Bachelor’s Degree

Experience

MTCI/CIP required experience:

Provide to CO on a monthly basis: MTCI/CIP name (s); contact information;
MTCI/CIP personal security status; MTCI/CIP training status.

Maintain qualification/certification as an Instructor on the designated airframe/system.

Have a working knowledge of all applicable publications concerning assigned aircraft and use these publications, as required, while providing instruction.

Adhere to the Contractor developed and government accepted training plan.

Operate the ATD and associated equipment in support of RAP training, upgrade training and Air Force and Joint RAP/DMO/LSB event exercises.

Conduct brief, instruct event, debrief per guidelines from military training unit.

Provide academics utilizing the Air Force provided syllabi.

Operational flight experience within 3 years as an instructor on the applicable system or performance of similar aircraft simulator instructor duties within 3 years.  Currency and/or qualifications may be waived at the discretion of the FC in coordination with the host Wing OS/CC.

Scenario Developer required/desired experience:

Meet MTCI/CIP hour requirements, but IP experience on the designated airframe is not required.

Provide to CO on a monthly basis: Scenario Developer name, contact information and personal security status.

During vacancies or when contractor employees are on vacation, the Scenaario Developer may fill in if they are qualified. The Site Lead shall adjust MTCI and CIP schedules accordingly.

Weapon School graduate, Weapons Tactical Officer, CMR experienced or prior DMO operational
experience, is desired.

Site Security Manager required experience:

The designated SSM or alternate shall be available by phone within two hours to discuss and/or
resolve security issues with COR as necessary.

SSM functions including Personnel Security Management, Information Security Management,
Physical Security Management

Contractor SSMs shall work in coordination with local Advanced Program Offices (APO) as required.  SSMs shall obtain/maintain all required certifications.

 

Clearance Requirements – MTCI/CIP – SECRET and be SAP eligible per SAPNP; Scenario Developer – TOP SECRET and SCI eligible per SAPNP; Site Security Manager – Maintain Security Clearance commensurate with facility, ATD, and training documentation.
